What is PACE?

Florida PACE Funding

PACE is a program originally created by Benjamin Franklin to fund firehouses. Today PACE is used as a way to help reduce or eliminate risk for homeowners and business owners looking to make their home or business more energy efficient and increase wind protection with roof replacements, wind mitigation, windows, doors, skylights, sun tunnels, solar tubes, and PV (photovoltaic) and Thermal Hot Water Solar. After applying for funding, you may use a PACE approved contractor, and have the home improvements made to your home. The project is basically financed through your property taxes, so if you move before the cost of your home improvement project is paid off, the cost is transferred to the new owners.

Not based on credit score, fixed interest rates and financing can be extended up to 30 years. 

Right now specific cities and counties are currently approved by local government to offer PACE.

  • Osceola County (Commercial Only)

PACE Funding and YGreene are two of the funding company for the PACE program in Florida. PACE Funding currently offers the lowest rates, but each have their own coverage areas.

Residential Requirements for PACE

  • The assessed property value must be at least $50,000.
  • For individual residential properties, the Property Owner must not have had any bankruptcy in the past 7 years.
  • The property must not have or have had any environmental issues.
  • The property owner must provide a copy of their current property insurance declaration page.
  • Properties will be subject to a site visit.
  • The current proposed non ad valorem assessment plus other annual taxes/assessments must be less than or equal to 5% of the assessed property value.
  • The current ratio of the land to assessed value of the property must be less than or equal to 30%.
  • The current mortgage balance plus total PACE assessment must be less than or equal to 100% of the assessed value of the property.

Commercial Requirements for PACE

  • The assessed property value must be at least $250,000.
  • Principal Officers of the commercial business must individually not have been subject to bankruptcy or delinquencies/lien in the past 7 years.
  • A standard form letter will be sent to the Property Owner’s mortgage lender to provide mortgage balance and payment history for the past three (3) years. The Agency will provide the form letter for Property Owners to send to their mortgage lender.
  • A Dun and Bradstreet report will be generated to confirm that there have been no bankruptcies in the past 7 years. Property Owners will need to provide D&B number as well as the address of company associated with the D&B number.
  • The property must not be subject to any environmental issues. The Agency will require a copy of the latest Phase 1 environmental report on the property.
  • The Property Owner must provide a copy of their current property insurance declaration page.
  • Properties will be subject to a site visit.
  • The current proposed non ad valorem assessment plus other annual taxes/assessments must be less than or equal to 5% of the assessed property value.
  • The current ratio of the land to assessed value of the property must be less than or equal to 20%.
  • The current mortgage balance plus total PACE assessment must be less than or equal to 100% of the assessed value of the property.
  • The Property Owners will be required to provide additional documents to the Agency for review, including the following:
    • Financial statements for the past three (3) years;
    • Current corporate organizational chart;
    • Environmental questionnaire (provided);
    • Documentation on existing debt;
    • Property appraisal information;
    • Rent roll (if applicable);
    • Zoning information; and
    • Three (3) business references.
